I got two of their outer tie rods (TRQ PSA68411) for an '07 FJ. They visually match up with existing but on installation they are both bottoming out approx. 1/4 inch before hitting the inner jam nut which wasn't moved per instruction. Any idea what might be going on here?

Is the inner tie rod should spin together with jam nut?
