What does "RTB" or "RTV" stand for? The compound that was placed at four points along the perimeter of the new valve cover? Thanks.

I have questions I have 2004 vw jetta tdi 1.9 the engine is BEW. I'm loosing alot of oil at least 10 liters every 10 k . The mechanic checked it there's no sign .. I looked up on line two things the piston rings or ccv. Any idea where eslse is causing this problem????
