Actually this tutorial was very clear. None of the easier actions helped. What the problem turned out to be was that my device was actually defective. I know this because I had another identical device which did not trigger this error message.

Tried many troubleshootings from many sites, and turns out at 1:40 approx, you say to check if there are any debris obstructing ! I blew into it real hard and guess what !?? i have samsung tab 3 t210r and its not connecting to windows 10 when i tryed to update software from sd card it stuck on samsung logo and even after factory restore it still bricked on samsung logo. i tryed update ir with older software from sd card but best result was it started to upgrade where it says upgrade android and stuck on atarting apps.... when restarting its same shi..... i dont know what to do more with this tablet please help

Very good and easy to follow. Unfortunately, all the tips i tried all your solutions and still have the problem. I'm using a Segate 5TB USB drive which worked fine in the same computer. I shut the computer down to move it to another location in my office and when it came back up i got a " USB device not recognized" . I should also note the the USB drive is working fine as i checked in another computer. I updated this machine to Windows 10 from windows 7 a year ago and this is the first issue i have had. Do you think this may have something to do with my problem? I have plugged all sorts of USB sutff and it all worked. in fact the keyboard , mouse, camera are all working fine- in the same USB port. Driving me nuts.....

I have tried EVERYONE and nothing works. I have a Toshiba Satellite C55. I have one usb on the left that still works. The 2 on the right don't work. One went out 2 mos ago and the other went out today and I am going nuts trying to solve this. 1. This is not a good way to troubleshoot. Because only usb devices are not recognized in windows 10 but it’s recognized in windows safe mode or in BIOS. therefore the problem is really the drivers which can’t seem to be deleted nor updated. There’s nothing wrong with usb hardware anyway.

It's rare for a mouse to have a problem with it's installation. But if you've tried plugging the mouse into another port or two on your computer, the mouse may be defective at this point.

Holy shit balls. Mouse never shows up. It can click, it can scroll, but its invisible in the middle.of the screen and the device couldnt migrate. I tried everything possible including plugging it into a different usb. But waiting like 30 seconds before re plugging it was apparently the fix.
