Our small and extra small lures are rigged as shown in this video. Our medium, large (and up) are rigged as whats technically referred to as "semi-stiff". It's the same thing, just not heat shrinked down the entire cable portion of the hook-set. This allows for more flexibility upon strike, and allows the angler to add shrink if they choose after the purchase. You can always add shrink, its not so easy to remove.

Why wouldnt you just make the hook longer instead of cutting the skirt

Everyone has a personal preference to skirted length. We have seen way shorter, and longer. We are somewhere in the middle in our meat-fish size (small / medium) lures. We sell our un-rigged lures un trimmed so the angler can cut to preference.
