can i do this with just a Singer Promise? Video appears to have a surger? (i think, I'm new to sewing)

Yes, you can sew with a regular sewing machine. Use one of the stretch seams.

How much stretch is needed though? The type of fabric doesn’t help if I don’t know the amount of stretch is needed 😩☹️

The sweater is designed for a classic French Terry. It only needs the inherent stretch. You can choose to use fabric with lycra, but it's not required.

@@Wardrobebyme is 10% stretch okay ? I’m having a hard time find patterns that use very Low amount of stretch. I have a lot of the fabric to. It’s a sweatshirt fleece.
