Is it must u divide d waist with 3.142?

No. I divided by 3.142 because it's a 180⁰ flare (half circle) ...if you are using a full flare divide by 6.28

Yes.,but you should make the gown full as much as possible so that the shape of the petticoat will not make the gown look awkward
