When in Vertex select mode within Edit mode, individual vertices can be selected.
Tapping the G key allows for selected vertices to be moved anywhere.
Tapping the G key a second time puts Blender into an edge slide mode where selected vertices can be slid along existing edges. By default, overlapping vertices will not be merged.
In the upper right corner of the 3D Viewport is the "Auto Merge Vertices" button. When active, overlapping vertices (those occupying the same location in 3D space) will be automatically merged.
