No, because your not completely submerging the broccoli in water, your just using a little bit so most of the broccoli is still over the water.

That's not steaming, that's boiling in water.

Boiling is when the food item is totally submerged into the water during the boil process. In this case, most of the broccoli is above the water line, therefore it's being steamed. Only a small amount of water is needed for this particular process.
