So what does the VIX tell us from a practical standpoint? DO we buy when the VIX is high or low?

It's not a perfect measure by any means, but the VIX is the volatility index. Typically, I think of it as a "fear index" so when it spikes, it means fear is high and usually means red days. Psychologically, red days/VIX spikes are buying days to me.

Yup and the reverse is true. Green days/VIX drops. Less expected volatility.
