What reasons would someone do this throw instead of an uchi mata? Or uchi mata instead of this throw? Is it a matter of how wide the opponents legs are, or hip position? Thanks for the help.

When im throwing out the leg to block should it be initially in contact with the shin or am i slightly in front so uke gets "pulled" onto/over it?

Slightly in front so there is space for the throw to develop. If you do make contact with the shin (depending on other factors) if you straighten you leg sharply, then can flick your opponents leg back to help remedy the situation.
