the problem with this is the wording is so precise that you will lose marks for a different turn of phrase than the one in the mark scheme. Copying your teacher's notes is just cautious

I do passive notes then I change them to questions for my flashcards to memorise it. Is this okay or no?

yeah, as long as you have time to do both. But most find creating notes in lesson/from video helps initially to understand
