What is permissible for the home owner to do to their boiler. Are they allowed to top up the expansion tank ? Using a pump? If you've not covered this and the home owner is allowed to do the above, then can you show how this is done.

Is the boiler igniting? It could be a faulty thermocouple at the pilot. Or, the thermostat has tripped in the system that needs to be reset (look for the coily copper wire going into a tiny box with a push switch somewhere)

Call an engineer, that is a safety valve and should release at about 3, or release some pressure yourself if you know how to do it.

Most people have a problem expansion vessel and constantly top up with fresh water. This seems ok, but you are constantly adding oxygen to your radiators, which rusts them. Get you expansion vessel checked (and prv valve) .

The safety valve will lift and may not seat again properly necessitating replacement. Also in extreme cases internal damage to the boiler heat exchanger can occur which can effectively write the boiler off.
