If you have planted aquariums, or brew beer, you likely use a CO2 tank. For the tank to work, you need a CO2 regulator. When Bob retrieved his CO2 regulator from storage, it didn't work. So he's demonstrating how to troubleshoot a regulator for your tank, from gauge to solenoid to flow valve, and what to do to repair the unit.
