I was taught to think of the index mark (ie the inner 60) as the "per hour" indicator be it gallons per hour or miles per hour or even feet per minute.

I still have a slide rule, and consult tables when I do math by hand. Why? I don't really have a calculator next to me. Just a textbook, paper, and a pencil. Maybe a ruler, compasses, and the occasional protractor. I can also do this in my math program notebook, but this is still fun.
