Have one for the x100v 49mm but can't adjust it with a lens hood on top of it. wondering if you then don't need a lens hood so you can rotate it as needed?

Lens hoods look cool, but are kinda tough to use with the filters like you are pointing out. Stay tuned though

Stupid question, but is there a way to turn off polarisation for 99.9% of scenarios and just use it as a mist for everything else and then kick in the polariser for when you need it? I'd really just like to use it as a mist with just-in-case polarisation over a polarisation with mist (if that makes sense).

Yah as a polarizer rotates it polarizes a scene, so you would just keep rotating until you find the amount of polarizer you want (or don’t want)
