Through a concerted efforts by Kodokan, IJF, and French Judo Federation, “Kodomo-no-Kata” has been created mainly for children who want to acquire the basics of Judo.
Consisting of the prologue and seven grades, “Kodomo-no-Kata” includes all movements and techniques to be mastered in each grade.
Starting with how to take off their shoes when entering the dojo, it is designed in such a way that children can learn attitude, manner, Ukemi, the basic movements, and techniques step by step. After completing the seven grades, they will be able to start practicing Nage-no-Kata and Katame-no-Kata more smoothly, and also engage in randori and competitions more actively.

「子どもの形 Kodomo-no-Kata」は、柔道の基礎を習得したい子どもたちを主な対象として、講道館とIJF及びフランス柔道連盟が協力して制作したものです。プロローグと７つのグレードに分かれており、段階に応じて習得すべき動きと技が含まれています。
道場に上がる際の履き物のそろえ方から始まり、心構え・礼法及び受け身・基本動作・技の順に学べるように構成されています。７つのグレードを学び終えた修行者は、よりスムーズに「投の形」「固の形」の練習に入ることができるようになるでしょう。また、乱取・試合にもより積極的に取り組むことができるようになると思います。

Hello! One question: the bow (ritsu rei) is done before stepping on the mat (tatami) still wearing shoes, or after stepping and put the shoes neatly side by side?

That part of the video doesn't make sense. In the Kodokan no shoes of any kind are allowed beyond the reception area. You would never approach the mat in shoes.

Japanese dojo building is very different from foreign countries. Usually we don't wear shoes in the building. It means when we enter Tatami mat, we already don't have shoes. So this instruction is just an example. You can decide it in your dojo rules because originally Japan don't have that situation.
