I would argue though that if following the officers was so egregious that it required an arrest that unless these guys killed somebody or hurt a kid then the bulk of the danger came from the pursuit in the peace officers not the criminal kid or the guy following them. If the pursuit is so dangerous you can arrest somebody just for following you then there is no need for that damn pursuit you still had to arrest them at a later time anyway and you could have done that without endangering the entire public
