Man, no country in the world has yet built a quantum computer that is practically usable. Moreover it is not very clear where to use a quantum computer except a few typical problems like prime factorization.

Not to be that guy but quantum computing is used in security agencies but not in the way you might think. Hackers around the world are stealing huge amounts of data which is encrypted. Why? So when quantum computers become feasible in the future, they can crack it using algorithms like shor's algorithm which actually utilizes prime factorization. The approach is basically called, steal now crack later. What the security agencies are doing are using quantum computing algorithm to Encrypt data now so quantum computers can't decrypt it. Like the vector algorithm. You don't need a quantum computer to encrypt the data, your conventional computer will just do. But this technology still lies in the realm of quantum computing. So yeah, the guy is right

ISI failed only in 1965 as it failed to locate Indian Armourd Division beside its supply rout even during war , It miserably failed to locate a new railway rout from Jullandhar Mukerian to Sialkot. In 1971 ISI recovered entire Indian war plan, It was incompetent General who failed to react timely ie in July as advised or in December India was being forced to accept cease fire by even by Russians while General Niazi have ample supply for three months long war, but he collapsed before a hollow threat by Gen. JFR Jackob which he admitted before Hamood U Rehman comission. Gen. Hakeem Arshad Qureshi a POW admitted that we lost the war without even loosing a battle. There were instances which can not be discussed for Security reason why we failed to launch counter offensive despite having sufficient resources in West Pakistan alongwith well composed Air Force.
