Hey! I had the same problem yesterday...tried every single command prompt thing like scannow and stuff from youtube, nothing worked! Watched your video...and with bare minimum hope I tried your ways...temporary local user creation helped me to access the Settings button in that new user... Once I had access to that, I tried to update the system and windows showed me an update which was optional...I installed that and restarted, and after a night's sleep, I was able to make my system run properly once again. From my previous experience of this same sort, I am now very sure that optional updates and generally updates for that matter from Windows are very buggy and can make your system go crazy! So, I hope everything goes well for the rest who are searching the comments for answers....If you are better with computers, you can try system restore...but this video is really helpful...Try this first and then go for other harder stuffs

Guys, I was having this problem too and I fixed it just enabling a windows service that was disabled. Check if yours is not disabled either: Press windows key + R, type "services.msc" without quotes. Look for a following service name and click properties "Windows error reporting service" (i'm not sure it's the same translation because mine is portuguese, but the sevice name inside properties might be WerSvc) disable and ENABLE again and let it in "automatic". Mine as disabled for some reason and i was not able to open neither Windows Update nor Proxy Configurations. Hope that my english isn't too broken XD good luck!

@@EGGomez-kx6zd It says "Windows error reporting service" but some of it might be cut out. Then you double click it and at the top it might say "WerSvc". If this is disabled, make sure to enable it and then select automatic.

Another way to enable internet, is click on your Windows key + R then type in control panel. Then click on Network and Internet, click on Network and Sharing Centre/Center. Now on the left click on Change Adapter Settings, then right click on your Wifi and click on enable. Thank me later :)

no not really. You can use your old account again but dont delete the new acc keep it there just in case the problem surface again.

Found a solution that works! I was so freaked out when I experienced this issue, I thought I had a computer virus. I went online and could not find an appropriate solution, I tried everything. Finally I was able to resolve the issue by disabling the Core isolation (Memory integrity) security feature in the Windows Defender Security Center, and rebooting to enact the changes. Now all my settings open and operate as expected. Seems Microsoft did a lousy job with this function of their security suite.

Just turn off your computer and don't sign in to your normal account just go to the bottom left corner of your screen and select the account you just made. Then you should be able to sign in :)
