That’s because Mona’s an “non-human” striving to become human and often denies being an cat, even when he inadvertently refers to himself as one (like with Sophia and Eri) and neither his weapons or his Persona Zorro have much in way of “natural” feline characteristics. Morgana may unintentionally let some feline traits show, or has to pretend when laying low in reality, but he doesn’t go out of his way to act, or be treated like a cat.

Nah they are just manifestations. Right now only 5 or 4 characters are story related. The manifestations still have irl forms in social links.

Honestly I feel the opposite, I think it's cool this game is introducing characters we'd otherwise never see or haven't seen in Persona before. Most Persona games don't have more than 10 Persona users, this one already has 20+, and there is something unique and interesting about all of them. A lot of the game's characters, like Ruferu and Motoha are apparently intentionally designed to have many similarities to P5 characters, which is fine, but it's so much more interesting seeing characters with zero resemblance to characters the franchise has had in the past.
