Hewlett Packard 1710B was designed in 1976 contain special designed integrated circuits, the very well known model A is NOT the same scope.
weight is 13.4kg, uses 65 watts, I am so sorry I was not able to repair this one, weak display and out of focus, tell a story about a CRT that is not working anymore, when all other voltages are ok. But if you got a very good idea and know this scope deeply, I be happy to hear from you with suggestions.

try and measure all resistors in the focusing network. i had the 100mhz model fail on me in a similar way and one high value resistor had gone oc

I have a 15MHz storage HP scope from the late '70s and most of those HV axial film capacitors were bad in it, I had to replace all of them. They were low in capacitance and when I connected them to a HV supply with higher current capability they started to visibly spark and flash inside if I gave them voltage close to their rating (about 500-1000V below their rating). It was't easy to source those 3-4kV axial film caps. I only could find them on ebay, some came from NYC, some from Canada. I live in Hungary.

I think that you and Mr. Carlson should spend some time in a workshop with plenty of workbench space and a lot of high voltage.

13kg is not heavy for a high bandwidth old CRO. I had a Tektronix 647A clone that's either 29 or 34kg, I don't remember.

So what will you do next with this scope? Just please don't scrap it, there's a good chance the CRT is still good, and the fault is in the HV PSU. Try to resell it if you are not interested in it.
