NATO has been cautious about allowing Ukraine in, but the EU has said it wants Ukraine in by 2030. Interesting that he decides to speak out when Ukraine is virtually finished. Ukraine must negotiate surrender now, or continue to lose 50% of its land, plus access to the Black Sea. He had several years too speak out, especially when Boris Johnson tore up the March/April 2022 Security Agreement between Russia and Ukraine which would have ended the war within one month of Russia having entered Ukraine.
