Air Force bases will have a Petroleum, Oils & Lubricants (POL) squadron in charge of... well petroleum. This includes the base's fuel tanks, oil storage building, & refueling aircraft. Plus cryogenics like liquid oxygen & liquid nitrogen. So, it's likely an ATACMS hit their fuel & oil tanks and storage buildings. A very lucrative target that can cripple a base. The Mig31 is being used as a launch platform for "hypersonic" missiles (effectively air-launched Iskander missiles) as Ukraine has no aircraft which need a Mig31 to intercept them. I think that's a worthwhile target, but the Su27 is what the Russians are using over the Black Sea and getting rid of a few of those might well make future commando operations a bit safer. I suspect that the Su27 might have a more suitable radar for maritime strike than some of the more recent Russian fighters.
