Just from interest i find tuscany far more beautiful and central than sicily I guess it probably comes down to 7:07 taste but why do you rate sicily above tuscany?

No and no. 7% tax scheme is mostly in small villages in poorest areas of Italy where they are trying to convince people to go live.
