The number is probably a bit larger than 5 million due to the fact that Chinese records are not really considered full, but 15 million is really stretching it as there are between 10 and 11 million ethnic Mongols in the whole world and a sizable chunk of them don't talk Mongolian. So the most probable high end number including an optimistic assumption about China, is around 7-8 million Mongolian language speakers world wide with realistic numbers as of now are probably around 6 million native speakers. Now one could argue that those languages some consider dialects are really just that - dialects of Mongolian languages and that official classification is driven by political agenda(s) of bigger nations. That would not be a far stretch as there are many places in the world that things like that happen (like in the western Balkans for instance where there were 3 languages in 1980's but now, due to politics, there are 6) but let's not go down the political arguing line as someone is bound to get pissy. Long story short, actual, clean Mongolian language speakers, around 6 million in the world today. But that's besides the point in this argument - KZbin makes note of several views per IP so one person could make dozens of views count in, which means that a very small number of people could, theoretically, pump those views up. Playing a devil's advocate here. But they did reach a world wide audience, no doubt, especially with this song that is very relatable to all Old World civilizations from Atlantic to Pacific ocean.

In reality: China is ~6.2M Mongolia ~3.2M And that's already your ~9.5M But you call 800.000 in Russia "not significant at all" and forget to add up scattered Mongols around the globe that add up to ~100.000 more. Hence my statement of between 10 and 11 million Mongols on this planet. So you stop counting where you'd like, just so you could say "No" and try playing smartypants. Because, it is important and popular to say NO these days. And even if we neglect the fact that you took just two regions and called it total, you realize that your number would be ~0.5M under what I stated and falls under the "around X number" statistical classification?
