Huntington Beach and state battle over housing mandate

The state filed a lawsuit against Huntington Beach after the city refused to comply with a state mandate housing plan. This is just one of many legal battles between the Orange County city and the state. Huntington Beach City Attorney Michael Gates spoke to FOX 11 on this issue as well as others.
