Because in Manipur case when PIL was brought before him he failed to intervene and told the lawyer not to use his court for political purpose and he failed to discharge his constitutional duty. And Manipur kept burning.

Manipur was indeed orchestrated by a demographic group and has always had a history. It was sparked by the Courts granting ST status to the Meitis. The matter is clearly political and it would not be a good idea for the Courts to enter here instead of the Government and the political class.

As a common man I think that judiciary must use it's power intelligently to teach a lesson to the culprits, whoever they are? I would like to remind the Delhi Riot in 2020 in which 57 people had lost their lives, huge loss of shops, residences, factories etc. But SC had not ordered examination of all CCTVs had been operating in those areas. If necessary order would had been issued then detection of culprits would be easy. But nothing have been done.

Many sound observations by Justice Lokur. As far as the commoner goes, it's foolish to believe that the judiciary is genuinely interested / committed to deliver justice, especially in politically sensitive cases of "glorious" New India. If one were to stretch the Sanghi ideology or read between the lines, they would unhesitatingly disband the judicial structure & establish kangaroo courts in RSS shakhas to decide cases! However, to keep up pretences of "Mother of Democracy" it's far easier to subvert / infiltrate the existing system. It helps maintain the mirage of a functioning democracy globally! This "pillar" of the Constitution is more or less demolished for all practical purposes.
