Im completely stupid on dipping. But is it water based paint? &, Where does the excess paint go? (New subb'r! 👍)

No it’s oil based! You usually get a better design on the water with oil based paints. And the excess paint usually sticks to the side of the bucket and whatever is left floating around we’ll get with a paper towel. 👍😃👍
