I used to work for a company in Dartmouth Nova Scotia Canada 🇨🇦 called Atlantic Industrial Cleaners and we used to use 8ft wash wands to hydro blast ship hulls in Halifax. Very smelly as the barnacles were dead and decaying.

As a youth i frequently drove past a dry dock repair dock. It never made sense watching men cleaning barnacles more or less by hand, having these men powerwash the bottom of a boat overhead holding pressure wands for hours. Thinking why couldn't they attach a cleaning or hydro blasting head to a remote controlled man lift like device. An even use GPS to map areas to be cleaned permitting a robotic cleaner to operate semi-independently. Looks like something of this nature has finalky been developed.

Most of the time due to cost, they don't. But if budget allows, the ship is refloated and redocked in a different position to access those spots. In the biz we call this "fleeting"

That is anti-fouling to help slow barnacle growth, and it usually has rust inhibitors in it as well.

Yes, the cleaning process to remove barnacles and the encrusted salt strips the paint as well. It makes sense to scrape it clean and repaint, in order to guarantee uniform efficiency over the entire surface. On one single voyage they will likely save the cost of the cleaning through improved fuel efficiency.
