You got the forces wrong: The normal-force allways points straight from a surface away and the force you markes as a normal force is in fact the sin of the angle from the slope times the weight-force. Depending on the movement of the train it could also be the friction-force but only if the train is rolling down the hill which I assume is not the case.

It's a bit complicated. For the basis I rely on the procedural mesh tutorial from Freya holmer. She there explains how to do roads and stuff. Then a ton of cases for spiting rails and stuff. All in all getting rails to work is a very tedious work and takes ages to get right
