TM 180- the one that was broken. It's actually for Gyro Ball, and can only be obtained through the TM Machine or the Teal Mask DLC. I have no idea why it was broken, but I'm pretty sure you stumbled across a creepypasta by accident.

I’m pretty sure that it’s broken because the randomizer assigned Eternabeam as that TM for some reason. Eternabeam is Eternatus’s signature move that was left in the code but could never actually be used in Scarlet/Violet.

@@RinTheSpaceAcemany moves that aren’t in this game are in, such as Grass Whistle, all Pokémon games have past data from previous games in them, they actually full on transfer every move in the game, and deactivate the moves that can’t be used. A prime example of this is Scald, originally a signature move of Volcanion in Gen 9, it became reactivated for other Pokémon via TM, same with Umbreon and Toxic

the move baddy bad is exclusive to lets go eevee. It isnt meant to be in any other pokemon game, im assuming its a remnant of code meant to be used if you somehow got a baddy bad learnable eevee into scarlet violet. Learning it will cause an error similar to tm 180 gyro ball, which is a dlc exclusive, which is why it was blank in your inventory.

the cursed tm was the move struggle, which is a move that pokemon get when they are out of moves and deals more recoil damage than actual damage. the reason it comes in seventeens is because no pokemon no matter what should be able to survive seventeen struggles. it deleted another move because of a bug though.

if you're curious, TM180 is the move Gyro Ball, which can only be found naturally in the Teal Mask DLC. i don't know if you have the DLC installed or not, but if you don't, my guess is that the TM wouldn't load properly because it literally doesn't fully exist in your game's files
