Those looks like EL wires, they run at a higher voltage and requires AC that could be the sound you are hearing. ( The Voltage step up and DC to AC conversion.) From wiki: An alternating current electric potential of approximately 90 to 120 volts at about 1000 Hz is applied between the copper core wire and the fine wire that surrounds the copper core.

I know what you mean about expensive. The 2000 Camry LE 4 cylinder is all most all led lighting. I use Sylvania Zevo Super Bright LEDs. The led headlights are from Oracle Lighting they weren't cheap. I'm pretty pleased with the lighting. The dome light takes a 6418 led bulb. This isn't a Zevo Super Bright Led bulb just a plain Sylvania led bulb. The Zevo Super Bright Led bulbs aren't cheap. I've put a lot of money into the Camry just to repair it when it was given to me by my late cousin. I do enjoy the Camry. I'm not finished with the Camry. I'm customizing it.
