The only way I would improve this would be to delete the army and make a 2 width medium tank template and make that the only template they could use. That’s because they don’t have one, and even if they get one, they won’t make enough of it. Then, if you have 5 rxp, you make 2 width cavalry and steamroll over them. I use this for every civil war I do, and it works like a charm, especially for Germany.

I've beaten the Russian Civil War by May 1937, but that involves the Lend Lease trick. Now if you want to do the lend lease trick in current patch, you need to justify on the US to generate World tension up to 50% so you can meet lend lease requirements and do the lend lease trick. Which to be fair, I don't usually have a problem with doing because the second Russian Civil War generates so much World tension anyways.

improvement of strategy: if you don’t use the decision on the headquarters in Chita, and start a war by increasing paranoia, then the capital will be closer to Moscow, and you can quickly capture it, but I’m not sure that the focus tree will not break
