It's Saki Fujita herself inacting Hatsune Miku. As you say, it would be crazy to tune the voice bank - so they just used the VA and put some filters to the voice. You can even hear at the beginning, where they seem to missed the filter, how Saki Fujita sounds normally :D

It's really funny you say that because it's not a voicebank, but literally Saki Fujita, Miku's original voice actress, doing the VO work with a filter applied afterwards to make it _sound_ like a voicebank Anime is Shinkansen Henkei Robo: Shinkalion (aka Transforming Bullet Train Robot: Shinkalion), a show about children driving shinkansen trains that transform into giant fighting mechas so they can battle monsters created by glitter falling off an evil train under the control of aliens who live inside the hollow earth. This clip is from Miku's debut in episode 15; episode 16 is also Miku-focused, and she's a secondary character here and there throughout the series. The Evangelion kids in their EVA-01-themed train from an alternate dimension join the cast as recurring side characters in episode 31, and all of them team up to fight literal actual Godzilla in the movie I'm not even a little bit joking.

It's an annoying question. Not helped by the fact it usually shows up on things that are, infact, not anime. I've come across this broken question multiple times while trying to look at art for Kinesis from MapleStory. We don't expect them to know where it's from. Ya lo sabía desde hace un tiempo, empecé a verlo solo para ver la aparicion de Hatsune Miku, pero solo llegué al episodio 3, era demasiado aburrido el anime xd ...
