This is a complete scam. You should give her the bad news that you don't belong to any HOA and never did. If she was legit in any way she would have promptly provided the name address etc of the organization. The fact that these letters do not arrive via certified mail is a solid indicator of the scam as it's a federal offense to use the postal service to engage in fraudulent activities. Legitimate HOAs have addresses, established phone numbers, are licensed organizations (non-profits typically), etc. HOA boards and property management companies (which is where communications should be going to) don’t communicate like this.

You have checked; you are not a part of a HOA. Not being a member, you don't owe dues. You don't have to follow HOA rules. You can't be subjected to HOA fines. If you were a part of a HOA, you would have a contract. You would have a copy of the rules at the time you signed. You would have regular dues billed. You would know where the regular HOA meeting are. You would be able to go to the HOA management office and make payments there.

By law, HOA's must correspond on official letter head (Organization name, address and phone (business phone), also signed in full by the president, secretary and treasure; all officials dealing with monies. Correspondences also have to be sent through the US mail, in most states by registered mail. There has been several cases in Florida where legitimate HOA's were ordered to disband, for harassing owners with fines and threating correspondences, not on official documents.
