Got the same neutral issue with my 84 XLH1000, try going down to 1st, blipping the throttle up to 800ish rpm and as you let it go back to idle you should be able to pop it up to neutral. There's a trick to it. Special Harley techniques.

Hey josh im a Harley tech and also a dyna lover and owner ,,, “Very” important replace the front isolator ( rubber engine mount) for your safety ,, to prevent death wobble,, the FXR frame is really good probably the best harley ever made ,, and the wobble is alot less prevalent on the FXR than the FXD Which is alot worse for that,, i have a Predator mount which eliminates that possibility of the death wobble ,, Just a friendly tip buddy would hate to see you get hurt seeing as you travel alot at highway speeds,,,maybe next time John Maxwell comes up he can take a peak at yours ,, only takes a minute to check their condition..oh and you can get Neoprene bushings for the risers ,,which work really well you would like them a d only take a cpl minutes to install them

I swapped stock brakes on my '96 FLHR for first gen V-Rod Nissins. It does stop now. Brembos are way better, but cost way more. For neutral problem try adjusting clutch cable and primary chain, worked for me, before that couldn't find the neutral on a running engine when it warmed up, sometimes could catch it with a rev, but that ain't right anyway. For really shitty beer try any Russian mass-produced beer.

I must have your fxr's Softail sibling. It's made of parts from 86' to 99' but they look, sound and act eerily similar. Don't have to worry about someone stealing it or getting scratches on it. you just have to carry a few more tools and a couple more beers

Wife's got a '98 Heritage and I thought you were describing the attributes of her M/C. Her bike looks great, nearly perfect but it is sketchy when you need to stop, it has a low power output (maybe 60 HP) but it does have matching poor handling so maybe it has yours beat. I don't think they improved them much in a decade over some models. My '99 RK with F/I was a completely different animal though and everything you can say bad about hers was good about mine. It actually felt like ten years of improvement.
