My guess is that was in fact the intention; but for whatever reason (be it time or resources or hardware) they scrapped it late in the development process. I suspect that's why a lot of the DLC courses don't have NEARLY as much robust OOB development.

Look at the textures to the background. Even 100s of meters off the track, the grass is still really highly textured (I’m guessing they just use the same texture as on the track but still). The DLC tracks are less detailed than the backgrounds.

The reason they didn’t add textures to things you would not see is because, it would have taken more processing power and possibly lag the system at certain points, it is a quality of life choice to ensure the proper fps is consistent through the whole level

Fun little detail the cruise ship in coconut mall is an extremely low poly daisy cruiser. They just put minimal effort on it sense nobody would see it. You can tell it's the ship as the orangish texture is actually similar to the ground the GC daisy cruiser and the red and orange on the side of the ship would be from the daisy logo. What we are seeing is the ship in it's lowest form, layer 0.1.
