It could have also been both; Toxic Spikes _and_ Stealth Rock. Then you take damage _and_ you get poisoned. And if it's two layers of Toxic Spikes, it's "badly poisoned," which is even worse.

Add normal Spikes to it and it means that you basically start at half HP or less.

I can see how Callie would think Ice is strong against Water. Unfortunately, it's not. However, there is an Ice-type move called Freeze-Dry that's specifically strong against Water-types.

Here's a tip for you callie: Replace your venasaur's poison powder with toxic. It's almost the same, but the poison stacks up (one turn it'll do 12%, next turn it'll do 18)

You can remove any rocks and spikes by using rapid spin and defog but most people just leave them.

If the rocks seem cheap, that's because they are. Theres usually a way to get rid of them in pokemon, but unfortunately, these games lack those ways.
