TMS - it is illegal to have a vehicle running with no one sat in the driving seat on a public road. It is in the Highway code (rule 123) and is also contained in the Road Vehicle (Construction and Use) Regulations 1986 at Regulation 107(1) and Section 42 Road Traffic Act 1988 which makes a breach of Regulation 107(1) a criminal offence. He was also half on the pavement which is a double-whamy!! What a plank!!
