I remember playing so much dragonball tenkaichi 2 as a kid which is basically the same game as tenkaichi 3 and the nostalgia is insane, yeah the tournament was definitely always this hard, this game has a lot of mechanics in your two special moves which use the bars blue that build overtime (not the KI guage) to get the upperhand, there is also a lot of situational tech for example if you are mashing and the enemy uses an ability that costs ki you can press the block button and hold a direction to do a small teleport out of the path of the beam or flank a rush power. You did this once on accident, if you remember. Theres a lot more to the game than I personally remember, I used to play it ALL the time and it's basically what got me into DBZ

As someone with quite a few hundred hours in this game, I think the modders boosted the AI. Also they give them permabuffs on level 3. Also if you wanna try the red potaras, i know how to get them for BT4.

The Character Silhouette is the Time Patroller that you find in the "Time Nest" Game Mode, however the character that is replacing (Perfect Cell ID Slot) makes it so that it still shows up in tournaments and even in the Cell Games it shows up in the Final Round Also yes, the Difficulty of the Tournaments is increased with Z Items given to the CPU, you need to equip some Z Items to even stand a chance

I used to play this game (well BT3 not BT4) about every day after (elementary) school with my friend and it is so nice to see this game getting attention after so much time. I knew right away he was going to get thrashed and I had to see it XD Just got this mod myself the other day and as best I can tell the tournaments are always level 3 and the AI is a good bit smarter than usual, better at reacting to your attacks.(except the one time it just ran into the wall on it's own- we both got lucky there!) Plus they seem to have more health and the tournament specifically buffs them... I remember feeling bored with the tournament, but now it's seriously tough!

Doto there is one lesson you forgot in all of this. In Budokai Tenkaichi 3 none of the characters had permanent buffs on lmao. They have increased attack, defense, etc. While you as the player don't have that so yes the tournament is different then the original one. You might to train lol.
