In his defense, the drill is somewhat counterintuitive. Most items don't keep 'working' when you hover them, the lighters being the only other exception.

elevator guide Grab the keycard on the floor that says A-7 and insert it into the elevator, then hit the button for floor 32. The ascent will be interrupted and stop at floor 16. Keep the fire extinguisher nearby and then grab the screwdriver and unscrew the select floor panel in the elevator, then grab it and take it off.
