well you need to start by ensuring you can generally get good unstable rate. offset wont help you if you can't consistently hit near the same part of the hit window. then, if you are tapping late, add some positive offset. if you are tapping early, add some negative offset. Dont change global offset. Press the + and - keys in the map intro to change beatmap offset. This adds 5ms at a time. hold alt to change by 1ms instead. Dial it in until your tapping distribution is as close to the center of the hit error bar as possible. note: for lazer, positive and negative beatmap offset are reversed (so positive for early hits and negative for late hits). But after you submit a play on lazer, you can start the map again and there is a button that will automatically adjust your beatmap offset for you.
