One of if not the best character in the light novel, anyone who read the novel would understand. Saying touma is bad or bland is literally the definitive way to call someone out for never reading the novel in the community.

I don't understand Railgun fan. just because Railgun was adapted better it doesn't mean it was a logical reason to say Index is bad. one of reason Railgun adapted better because it doesn't had much material compare to Index.

TBH Index is way better than Railgun if the original source material is to be compared since anime couldn't actually put all contents of the novel in the animation but since this is an anime, skipped contents can't really be avoided so... IMHO Anime 6.5/10 vs LightNovel 9/10
