I don't think any of them would make it above the "Fun" tier for me. Maybe Thanos, Loki, Green Goblin, and Doc Ock if we are counting his appearance in Spider-Man 2, but other than that they are all going to "Fun" or below.

I think that the worst element of the entire MCU as a whole is the villains, I agree with you. My tiers are more referring to within the MCU. Some of the better MCU villains I still think are just decent compared to other movies and franchises.

I strongly disagree with most of your opinions but I still respect it. There are some villains on this list that are some of my all time favorites who are ranked lowly. One example is Mysterio, who I admit his plan is poorly thought out in-universe, but he still has personal ties to Peter, delivered a great performance, has some memorable lines and is ultimately responsible for everything that happened in no way home. Another hot take, I also really liked Gravik because in my opinion, he delivered a fantastic performance in a not so great show. Overall, not everyone is gonna have the same opinions as me so good list.
