By technicality that is illegal, they cannot charge you money for something you did not own at any given time. But legally you cannot sue them because it goes against an amendment saying you cannot sue someone for under 20$

However, I believe you can sue someone(especially a government entity) for coercing(not allowing you to graduate) you in relation to a small claim. Especially since the claim is so small you probably don't need a sound argument, Having your lawyer contact them should shut them up because it's not worth risking the legal costs for $10.25
