The seller was acting quite shady it seems and mentioned he would give money back if it didn't work, even though the presented scenario would indicate a likely working GPU. When techwando told him the gpu didn't work he played it off as if they hadn't made a deal to have some* money returned if there was issues. Techwando acknowledged. He would take a partial loss, and instead of the buyer giving him some money back he blocked him. Id say Techwando made mistakes, but the guy definitely knew that card was bad and scammed him.

You mentioned 'never ebay'. Funny, I *only* use ebay due to it's VERY HIGH buyer protection. It's saved me three times in the past 24 months of buying broken/bait-and-switch components listed as working. I also didn't have to drive anywhere to meet someone/put myself at risk of being mugged. It's a pretty wild take to try and borderline doxx this guy because he burned you as well. Anything ever listed "as is" should be priced and purchased assuming non-function. This card wasn't worth $200, you paid it. I'm glad to see you admit multiple mistakes on your part, and wish you well in future. Only thing recently I got nailed on not scammed was on a EVGA 1080 Ti marked as an FTW3, when I got it it was a SC2, still a decent card but not worth the price I paid for it. Seller and I agreed to a partial refund of $20 to offset it. That card is going into a build I'm going to sell.

The last one this young dude posting pictures on his profile of him holding pistols with extended mags, and dude messaged me about 15 times to buy a monitor I up for sell. I told him at first I would message him tomorrow I just left work and had to pick up and take care of my kids and he sent me a picture of cash saying “I want it now”.
