I can confirm it works at low elo. I don't win as hard because I do too many mistakes and can't be as aggressive with the turrets (I would miscalculate and die). But it still works really well.

It seems to be only a real nerf for all the tank supports rushing it, all you need is another ruby crystal to hit the new threshold and it works the same on Mundo or others. All good still
