Food seemed to be your problem. Bakeries weren't generating enough bread to keep up (their output was always empty). I think that's why your population crashed once you upgraded the houses to level 2. Maybe it could have been saved by turning the top road into bakeries and farm land?

It's because of coal. Bakeries need coal to run and tools also need coal to be made from iron bars from smelteries. Coal mines also require coal to function, because of bread, but you can only get starter coal from quarries which run out of coal nodes quickly. His southeast coal quarry is out of nodes. He should build a coal mine in the center area.

Looking at the situation, I think wood is the problem. The only way to get wood is the HQ and wood cutters. You can't build the far wood cutters since they need wood to be built and the only source is on the other side of the map. Perhaps another wood cutter or two in the middle of the map would help.
