The tornadoes have been in Mario games since Super Mario World 3. They never had a name but are called "Twisters" in Super Mario Maker 2.

Don't worry about booing levels. Nobody sees the boos, it probably just makes the level less likely to show up randomly. It won't insult anyone though, because they'll never know that you booed it.
