Agree, here in New Zealand we once had Traffic Police & Criminal Police. A retiring police officer who started as Traffic officer then merged into the Police Force but still tasked to traffic enforcement said in his retirement speech; "Prior to the merger only 10% of stops were to result in tickets being issued, traffic enforcement was about education. After the merger we were taught that ALL TRAFFIC OFFENCES were criminal acts so all stops had to result in a ticket being issued. Since then education has disappeared & revenue collecting has started, because despite comments by police there is a quota system in place resulting in minor offenses being punished."
